It would be helpful when answering this questions to know your experience level and financial position to handle such an aggressive real estate investing plan.

It sounds like you may consider forming a Company and making some alliances or partnerships.

However... to answer your questions:

Q. How can I flip contracts and wholesale from the U.S. to other countries when the owner(s) live here?

A. By having contacts or paid professionals representing your interests in the countries if you can not be present at the time of the purchase or sale.

Q. How can I check the property assessment, deed, title, and make sure that I am dealing with and contracting with the true owner(s)?

A. Check the assessments at the City Assessors office, the deed at the Registrar of Deeds, and the title with a Title company.
The Title Co. will be able to trace past ownership, and insure that the seller is the true owner.

Q. What is the best way to find Distressed Properties to Flip Wholesale deals?

A. The best way - Hire a licensed, full time, professional Realtor.
Alternatively - It's you or someone you hire to do research and marketing on all resources from probate attorneys, auction houses, foreclosure lists, bankruptcies, divorces, city violation evictions, tax delinquencies, etc...

Q. How can I get motivated sellers to call me?

A. That's a marketing program. When you have something compelling to offer; get that information into the hands of the people, who want what you have to offer - they will call. Real estate offices are in every city in the nation doing just that.

Q. What is the best way to find Bird Dogs that will stay and work?

A. Whether an employee, or an independent contractor, anyone you want to "stay and work" will be motivated by the compensation you offer.
